A famous motivational speaker once said (and I’m paraphrasing here), if a project goes unfinished it is not due to lack of resources, but rather the lack of resourcefulness. Wise words. You may never have enough capital resources, human resources or natural resources to fulfill your artistic vision, but that should never stop you from making your dreams come true.
Resourcefulness. All successful filmmakers are resourceful. Spike Lee’s mantra has always been, “By Any Means Necessary.” So don’t ever let the lack of resources prevent you from exercising your resourcefulness.

In their own words, “FilmL.A. is a private, 501(c)4 not-for-profit organization established for the public benefit. We coordinate and process permits for on-location motion picture, television and commercial production under contract to an ever-increasing roster of public-sector clients in the Los Angeles region.”
Although they are not perfect, they can be a vital resource in assisting you with acquiring the correct paperwork and permission to shoot in Los Angeles. Their website is a great place to start when you are filming on location in Los Angeles.
